Your internet connection speed.
Your workstations and NLEs should be playing back proxies if you are working with some type of cloud video editor. The only real bottleneck you'll run into when you're working with proxies or Premiere, unless you have some really old hardware is going to be your internet connection speed.
Make sure your team gets in contact with their ISP. Have them ensure they have the fastest internet connection or even get a second line that is dedicated to the video team to use independently from the rest of the company. This is going to be the most important thing to get a good connection to the cloud.
While you can't control what happens when an editor is out of the office or at home, at the least you can make sure they have the best connection when they are in the office.
